Do the Elder Scrolls IV: Oblivion birthsigns fortify your skills or just give you a head-start?

If they just give you a head-start, aren't they kind of worthless after the first ten or so levels within the game?Do the Elder Scrolls IV: Oblivion birthsigns fortify your skills or just give you a head-start?
They're just extra perks. If you find the "Dragon Stones" and activate the right one, one of them will give you a pretty sweet ability. I forget where it was but that's what I used on my lvl 65 Spellsword.



When it's all boiled down, it doesn't matter much either way. They're usually just skill or stat boosts and not by much like +5-10.Do the Elder Scrolls IV: Oblivion birthsigns fortify your skills or just give you a head-start?
It adds whatever it says it adds to your skill/attributes permanently. Its worth it to fortify you endurance for more health. BTW Birth Signs in Oblivion suck bad. Get a mod that makes them better.
