No, Bethesda has stated that they will never include multiplayer into The Elder Scrolls, but, if you have Oblivion for the PC, there is a mod that allows Co-Op. It's been officially announced that Skyrim will be an offline single-player game the same as Oblivion is.
Elder Scrolls SHOULD NOT and probably WILL NOT have any multiplayer aspect. The game is great as a singleplayer and it should stay that way
