you could use the soultrap glitch and get 100 lockpick or security, idr its been quite a while since i played morrowind, it would be alot easier.

Here is a quote from a forum discussion:

"I am not 100% sure if this explanation is correct because I have used it, but with mixed results. I got it from hannah's morrowind whereizit website. (It's mostly like a thottbott type site for finding quest locations or NPC's that are difficult to find or have poor directions in game, but it also has clues about how to get specific items or objects such as ekash's locksplitter.)

Basically the explanation went like this. The stock of NPC vendors is generated the very first time you enter their cell. (I.e. the room they exist in--- you know you've changed cells when you get a "loading" bar.) So keep in mind that a lot of vendors such as in open air markets, share the same cell. A particular NPC will have a "permanent stock" (things that he or she sells no matter how much of it you buy or how long they've had it for sale) and a random stock of things which change up everytime you leave and enter the area. When you enter the cell for the first time (let's say, for example, the first time you enter the Balmora Mage Guild and Glabedir's stock gets created) the vendor's permanent stock is set for the rest of the game. Whatever you see them selling, they will never permanently stock anything else in terms of scrolls. Keep in mind though not everything is permanently set, so some items (like say a particular soulgem) may not regenerate when you buy it.

So the idea is, save before entering stores of enchanters and mage guilds to get a stock that you will want. Not every vendor (according to the site) can sell Ekash's Locksplitter, and it provides a list of potential carriers. And it also claims that Ondusi's Unhinging is a lower end variation and so if you walk in and see the vendor selling that, he will not stock Ekash's. It's an either-or, supposedly. The store I try the most is ... the enchanter in Under-Skar, the crab shell district in Ald-ruhn. He's in one of the shops down along the bottom of the inside of the shell, below the balconies where the Redoran Manors are. Be sure to save before entering. Another one to try is the Telvanni magic vendors in the waistworks of Telvanni canton in Vivec. (I believe I've had the most luck with the Imperial male enchanter there.)

Keep in mind though many times I had to reload saves over and over trying to get a vendor to stock it. If you are impatient it might be more worth your time to just download a mod including an NPC who sells it."
