I have become the listener of the Dark Brotherhood and Vincent Valteri is dead. Is there any other ways to become a vampire?

Find a vampire's den and start fighting them. If you see a message on the top of your screen that says "Porphyric Hemophilia", then you're set. Wait a few days, go to sleep, and boom, instant Vampire.



The Thieve's guild and Mages guild both have quests that deal with Vampires. Azura's quest also involves killing Vampires. There are also many dungeons that are Vampire nests around Cyrodill.



As far as the starting a new game question, it doesn't work like that. If it did, you could never become a vampire in the normal way, since usually a few seconds after you get the disease, you kill the vampire that gives it to you. Once you become a full Vampire, you're stuck until you complete the huge Vampire Cure quest. There's always a chance of becoming a vampire if you take damage from one. Just find a cave with vampires in it and take some damage, it's random though as far as I know.
