How many cities are in the next Elder Scrolls game?

There is a leaked map that shows 9 coat of arms for each city in Skyrim, but Bethesda said there were going to be only 5 major cities. So what does this mean, that there are only going to be 5 cities or 5 major cities with 4 smaller ones? Some clarification please.How many cities are in the next Elder Scrolls game?
